Zwei weitere Projekte der NSA stellt die Washington Post mit Hilfe von Snowden-Papieren vor. Das eine heißt „Penetrating Hard Targets“, das andere schlicht und vielsagend „Owning the Net“. Für beide Projekte will man von der Entwicklung von Quantencomputern profitieren, um jegliche Verschlüsselung knacken zu können: „‚The application of quantum technologies to encryption algorithms threatens to dramatically impact the US government’s ability to both protect its communications and eavesdrop on the communications of foreign governments,‘ according to an internal document provided by Snowden.“
